International politics, special interest groups, the news media, and cetacean citizens with permanent smiles. This seemingly diverse group of characters collide in an underwater adventure seen through the eyes of Pheyus, an industrious spotted dolphin in the tropical Pacific. His company is subjected to the many hazards of ocean life, along with injuries inflicted by those who live above the border.

Pheyus is one of the Company’s resident ambassadors, but there are certain elements beyond the skills of even the most talented of diplomats. Along with Shayla--a mystical yet often aloof companion--Pheyus embarks on the mission of his life. He seeks out the underwater world’s most dangerous predator in the hopes of negotiating a complex deal of protection for the Company. Unfortunately, Pheyus has little in return to offer the unquestioned rulers of the sea. Orcas already have everything they want, including perhaps an easy lunch of two spotted dolphins.

Pheyus negotiates a deal. But is it enough? Pheyus delivers an ancient secret held sacred by the orcas, but will they return the favor? When disaster arrives, the orcas do make an appearance. But whose side are they on? Will they help free the dolphins from the deadly nets and fight off the scores of other predators? Or will they simply join in and enjoy a dolphin feast?

On the other side of the border lives Heather Souza. A freelance magazine reporter, Heather is covering the annual meeting of the International Whaling Commission. While struggling with personal issues of her own, Heather journalistically explores the various issues involving dolphins and whales, ranging from tuna nets to extremist environmental groups.

The Dolphin Treaty is a tale of courage, where hope can persevere in a world where desperation has become a way of life. It’s a complex story that works as a contemporary fantasy, where diverse political issues swim along side a wild, fast paced adventure.
