Air Force personnel Beth Shapur and Jeff Burkiss are chased by two fellow officers with intent on killing them. They escape by accidentally breaking into ZOAR II, a secret biosphere constructed to house the president of the United States and staff if a nuclear war were to occur, then in the 1960s.
