清政府為加強對臺灣的有效治理，以閩臺合治將臺灣納入福建地方治理之同時，自康熙六十年每年欽差滿、漢禦史各一名到臺灣廵察，推行朝廷政令，反映臺灣地方輿情。至乾隆五十二年，共有47位禦史先後廵臺，並留下了反映清政府直接管轄與有效治理臺灣的歷史文獻。
